Abstract


The 'Back to Nagari' policy initiated by the West Sumatra Provincial Government, followed up by several districts/cities, essentially reinforces the existence of the nagari as the single lowest government institution in Minangkabau. Not merely related to the administration of the government, Back to Nagari focuses on the arrangement of local institutions. In Kabupaten Agam, the local government has initiated the Movement of Nagari Madani as a form of "Back to Nagari" which focuses on optimizing the resources of the village for the welfare of society, socially, culturally and economically.

 

This policy tends to be Top Down from government initiatives. The main basis of Nagari Madani is the values that have been developed by Prophet Muhammad SAW in running the government and organize the community in the Medina City. These values focus on: the principle of equality, deliberation and consensus, the value of ukhuwah, fostering the love of the homeland and the recognition of human rights. So that the implementation of the policy of Nagari Madani aims to create a society that has freedom, justice, participation and egalitarian. And with the achievement of these goals can be a solution to the social problems faced by the community. To this end, this article describes the policy of local government to achieve the level of Nagari Madani as aspired in the Vision of RPJPD 2006-2025 and its relevance to solving social problems in Kabupaten Agam
